Five months on, no training provider is approved to deliver the trade’s new qualification

MSF30926 Certificate III in Shading and Security Screens has been current since 13 March 2026, and the National Training Register’s list of organisations approved to deliver it says there are no records to show. The qualification it replaced still carries three providers, one of them suspended and one approved for Victoria and Queensland only, and every one of those approvals ends on 11 March 2027.

Australia has eight rental rule books. One of them requires a safe blind cord.

We read the rental minimum standards of every state and territory, in the instrument or on the responsible authority's own page. Victoria's cord-anchor rule is the only one in force; NSW has announced one its consolidated regulation still does not show; WA, the ACT and the NT never mention window coverings at all.

Victoria's blind cord rule for rentals: what changed on 1 December, and what it costs

Every corded blind or curtain in a Victorian rental must now be anchored so no loose loop of 220 mm or more can form within 1,600 mm of the floor, whatever its age. The instrument, the advertising offence, the renter's rights, the free hardware, and the government's own costing of the fix: $7.10 a window in parts.

Nobody can tell you whether blinds got dearer. The index that could was discontinued in 2011.

Until the September quarter 2011 the CPI published an expenditure class called Floor and window coverings. The 16th series discontinued it and split it: floor coverings kept a class of their own, and window coverings were folded in with towels, sheets and tablecloths. What survives is 0.464 per cent of the basket, it has fallen while the CPI rose, and it cannot tell you the price of a blind.
